I thought this was a joke when I first saw it. They’ve been fined a million quid because of their persistent late kick offs. If the PL wanted to punish them, a million quid isn’t going to get them quaking in their boots - it should be a points deduction. The more breaches the more they get docked. That’s the only way IMHO.
