According to this website, Paris is 11m, but they do define a city differently e.g. These population estimates and projections come from the latest revision of the UN World Urbanization Prospects. These estimates represent the Urban agglomeration of Paris, which typically includes Paris's population in addition to adjacent suburban areas. https://worldpopulationreview.com/world-cities/ 11m seems more like it to me.
