I agree with you although his arm was by his side, he made a deliberate movement to block the ball with his arm

Agree. It's arguable that it wasn't accidental. The Everton player leaned into the ball with his arm even though is arm wasn't stretched, to stop it going on target.

It was a pen all day because it was "hand to ball" not "ball to hand". Perhaps he didn't deliberately handball, but he did deliberately move toward the ball to get in the way, with his arm being the part of him nearest the ball, so he got what was coming.

Tarkowski gave the game away by claiming that the ball hit his side, not his arm. A bit daft really because VAR can see the replay, but he wouldn't have claimed that if he was innocent.

Any Evertonians up in arms about this had better put them down or they'll give away another pen.

At first viewing, I thought is was a harsh decision, but looking at it over again, watching the progression of the ball and player, he effectively leans into the ball with his arm, not the other way around. So correct decision for me.
