That's quite a leap. Russia has a big naval tradition and not every Russian is a criminal or linked to Putin just in the same way as not every US citizen is a MAGA loving Trumpite or every British person a Johnson/Sunak/Truss fanboy/girl etc etc.
Boats often have crew from all over the world on them, not just from where the boat is registered to/operates from. If the Kremlin was involved, do you think they'd make it that obvious.

The ship that is hit being one carrying fuel for the US military, the ship that caused the accident being captained by a Russian.
I would have thought an accident like this would be virtually impossible given the technology onboard.

I'm sorry, I don't really understand your argument.
If my car has failed the MOT so I leave it parked up in the middle of field but someone manages to cross through the field ignoring any warning systems and plough into the side of my car it's not really my fault despite my car failing a safety check.
