One of the Senedd's areas of responsibility is road infrastructure. If they had been offered that £1.5 billion to invest in Wales' road infrastructure i'm certain they would have taken it. But they weren't. They were told that they'd have to spend it on the relief road. And they rightly saw that as an undermining of the devolution settlement as Westminster did with the internal market bill.
Whether you agree or disagree with devolution or with how the Senedd is managing devolution the fact is that it's with us and the responsibility for the areas they control is with the Senedd.
