The whole point of seeding is to try to get the "best" players into the final. No surprise then that the "big" clubs have the top seeds.
A global TV audience does not want to see "plucky underdog Basham United play PL champions Liverpool in a one sided thrashing".
And make no mistake, Basham v Liverpool is not going to excite those who write cheques in TV companies, who would prefer Arsenal v Liverpool.

People miss the point about seeding, seeding doesn't exist to reduce games, seeding exists to get eyeballs on the competition from overseas fans so they can sell more advertising to make more money.
They don't care if people in this country prefer to see underdogs do well, or cup upsets between teams, they care if Dirk in Germany or Chad in America are tuning in to see the big clubs on their telly.
