The boy racers will always break the speed limit. Everyone on that the road was more than happy driving safely between 50mph and 60mph. Unfortunately reducing it to 40 mph encourages boy racers to overtake making the road less safe.

The mentality of the "authorities" approach to speed in Wales is neatly summed up by the A4067 between Ynysforgan and Pontardawe.
I don't think anyone would have complained if they'd erected speed cameras and maintained a previously very safe 60mph limit. But no, that wasn't enough. They had to hector people more. So we got the 40mph limit and thousands of pounds of taxpayers money wasted on cameras that were cut down. And will undoubtedly be cut down again if they're foolish enough to reinstall them (and it looks like they are).
The reason the speed limit was dropped on that section of road and average speed cameras installed was because of a petition signed by 3000 local people. Let’s hope the arseholes who cut down the speed cameras will be happy when the next fatality happens on that road.

Petitions don't have any legal binding in the UK. I could easily rustle up 3000 signatures on a petition to birch shoplifters outside the Quadrant, but the Goverment or local authorities would pay no attention to it and rightly so. Laws cannot be dictated by emotions, and any politician who allows them to be so is not fit for office. No great shock in Wales. There's loads of those.
In any case the fatality that initiated all this was caused by two idiots racing at 90mph. Not 60mph. The 60 limit was perfectly safe and should have been left in place.

I tend to think that 8 accidents a year on a 5 mile stretch of road, some of which are serious with a child having to be airlifted to hospital are far too many. Some of which would no doubt have been prevented by average speed cameras in place. You would like to see speed limits, in certain circumstances, increased where I think it would be madness to do so.

Motorway speed limits should be 80mph these days. Existing ones are based almost entirely on 60 year old vehicle technology. Stopping distances are, in reality, at least a third lower than the Highway Code suggests.

Drove up to Heathrow recently to pick up daughter and family arriving from a holiday, their flight was arriving at 7am so went up the evening before and stayed in a B&B in Hounslow, that was an experience in itself. It was pleasing to see there were 20mph speed limits everywhere there.👍

A tragic loss of life for an innocent driver from Clydach , caused by two boy racers showing off made that stretch a hot spot for the cameras to be needed , the final straw .
Now frustration will cause the next serious accident due to drivers keeping to 40mph . as the law states .
GoSafe speed vans 24/7 might be a deterrent or do they work only 9-5 days .

My first speeding infringement in over 40 years of driving ( no accidents either) was recently in Carmarthenshire ( their very keen to keep us safe in that particular county ), doing 64 overtaking in the designated lane on the top of the Llandowror bypass heading back to Swansea , beautiful ,dry clear day , with visibility excellent , my fault its 60 so no complaints other than feeling that is was nothing more than another income for those who believe if it moves than tax it.
