In my experience I've only really seen "waste" because of budgets needed to be spent in a financial year. Money does get thrown around from January to March purely to get a budget spent, but even that is usually spent on something that has been planned for a while. It's wrong really that "departments" get penalised for keeping to budget or below. The "if you don't spend your budget it's reduced the following year" should be stopped it encourages waste. Any unused budget should be rolled over for one year at minimum. |  | |  |
