I’m not sure that’s how gardening leave works. My understanding was gardening leave is something that employer does because either 1) employee has resigned or 2) he’s been made redundant or sacked and serving out notice period or 3) breach of contract. So you can hire a new person. But there are people on here with more knowledge of the process.
